Russian envoy in Vienna declares snapback mechanism ineffective

Mikhail Ulyanov, Russia's permanent representative to international organizations in Vienna, has said that the snapback mechanism aimed at reinstating sanctions against Iran is null and ineffective, emphasizing that while France, Germany, and the UK claim the snapback has been successfully implemented, these countries have violated the related processes.
The Russian envoy wrote in a post on his X account, “France, Germany and the UK claim that #snapback successfully took place. However, the relevant procedure was gravely violated by the #E3 and therefore #Russia has all reasons to believe that snapback is null and void.”
On September 28, 2025, the three European country took a measure at the UN Security Council to reactivate six resolutions previously lifted by the Joint Comprehensive Plan of Action and the UNSC Resolution 2231. This move is seen as an exploitation of the dispute resolution mechanism within the Iran nuclear deal by the European trio.
In recent weeks, Iranian Foreign Minister Abbas Araghchi has been actively working to prevent the reinstatement of these sanctions. His efforts include direct negotiations with the European trio, agreements to resume cooperation with the International Atomic Energy Agency (IAEA) in Cairo, and proposing constructive solutions during the 80th session of the UN General Assembly. However, the alignment of the three European nations with the United States has hindered the effectiveness of these initiatives.
Simultaneously, Araghchi communicated to the UN secretary-general and the president of the UNSC that Iran firmly rejects the reactivation of expired resolutions under Resolution 2231 (2015), asserting that neither Iran nor any UN member state is obligated to comply with such illegal actions.
